I'm creating this thread because I believe many people will run into this problem at some point. If you install a package from Cydia and upon the next time opening cydia receive an error message of a half-installed package which you can not remove, follow these steps:
1. Open cydia, temporarily ignore.
2. Install Filza File Manager (skip if its already installed) from repo: http://tigisoftware.com/cydia/
3. open Filza and navigate to /Library/dpkg/info and delete whatever files of the package you cant remove. Example: com.cokepokes.teluguremove.list,. ms5sums,.
4. Open cydia again and you should be able to now remove the package.
