I have an iPad Air 2 with 13.3 installed. Over the weekend the TV app started downloading my entire iTunes video library causing the memory to fill up and it drained the battery. Apple support told me I had to delete the app as there is no 'off' button for downloading the movies. Has anyone else had this issue? What is the fix? Thank you!

Why did this issue happen in the first place?
 
Good question for Apple. It started with iOS 13.1 and continues in 13.3. Tech support wanted me to cancel all 489 downloads. There should be an option to not download them. I’m not finding it.
