I live in the UK and we don't have the TV app over here. Today I went to my local Apple Store to buy my iPad Pro and I had a look at the iPad pros on display whilst I was waiting to be served. They all had the TV app. I wonder if that means that we are getting the app soon in the UK.
 
The version of iOS on the display unit ain't the same as the shipped devices, as far as I'm aware of.
 
If you change your location to (for example) United States, you will get the TV app.

I would suspect that the display units use some form of non-geolocated operating system, which is why it appears?
