iPhone TV app on iPhone, downloaded file says can't play unless on WiFi

I downloaded a few files to the TV app (via Waltr 2 app) which copies direct to the TV app on my iPhone X.

However just went into the TV app, downloaded, pressed play (I'm on 4G) and said needs WiFi? The setting to allow playback with mobile data is on for iTunes videos

What's happened? Why does it want WiFi? It copied to the actual memory of the iPhone?
