TV app strange wifi behaviour

I drop a few m4v files into iTunes and sync them to iPhone SE, but I can only see them on the SE if I turn wifi off! This does not happen always, just about half the time. It has persisted through a complete clean install of the OS.

TV App is a colossal pile of ****.

Recurring issues with files downloaded from iTuness to this app :
- not being able to open them (iPhone pretends it needs wifi/cellular on.....pretends to download them and won't play them
- will not (don't even think its an option) remember where i stopped in my video...
