I have my Mac Pro hooked up to a TV via HDMI. At what seem like totally random times, the signal drops out. I then have to unplug the cable for 30 seconds to get it back on. I have verified that there is video all along using VNC.

Using a 1070 GPU and High Sierra.

Try turning off all sleep functions.

Putting the monitor or machine to sleep is a certain way to lose signal! But it also happens during regular use!
