iPhone Tweak settings don't shot up in Settings

Hi all, I have my iPhone 5 jailbroken on iOS7 with Evasion, and I cannnot seem to figure out why when I install a tweak through Cydia, its settings don't show up as an option in Settings. I did google it, and found out that i would need to install something called preference loader, so I found weepreferenceloader, but that didn't do anything either. Why won't things show up on my iPhone?

Reinstall MobileSubstrate. This is because it hasn't been upgraded for iOS 7 yet.

I just noticed that none of my tweaks are showing up in settings even after re-installing Cydia Substrate on my iPad Air, anyone else having the same issue on their A7/64bit device?
