Is there a tweak that will allow you to set ringer and notifications/text messages separate? And not an all in one volume control for the whole system?

Take a look at RingerX VIP (iOS 6) or Ringers & Tones (iOS7). Made by the same dev, it was just renamed for iOS 7.
