Simple basic question: Is there any tool or tweak that will allow me to changemy default Maps app to something that is not Apple Maps or Google Maps, specifically change it to the Scout map app?

Yes, but I have never headed of scout so I don't know If there is one for that

You might check with this developer and see if he can include Scout maps in a future upgrade ....
It already covers most of the iOS compatible mapping apps.
