is there a tweak that does this? bitesms does it for texts but what about one native tweak that does it for all apps?

No tweak or jailbreaking required. You can go to Settings > Notification Center, choose an app, scroll down, and turn off show on lock screen.

If you're looking for an app to turn off all, I'll get back.

OP doesn't want to turn notifications off, he wants to delete individual notifications on the lockscreen.

OP, Bulletin is one tweak.

is there a tweak that disables certain lockscreen notifications all together but also allows you to view them in the notification center on the lock screen?

One of the main reasons I'm really anxious for LockInfo's iOS7 version. It's my favorite tweak hands down!
