I use a combination of iFile and Dropbox. When you open documents with iFile from the mail app, they're automatically saved in var>mobile>documents. This is the folder you'll end up in when you open files in the mail app. iFile also links with Dropbox but for that feature I'm pretty sure you gotta buy the full version of iFile. But it's a great feature to have if you use iFile a lot...having Dropbox integration is great. Whenever I can't open an email attachment in iFile I just open it with Dropbox and then either keep it there or get it into my documents folder in iFile for quick, future access.

If you want something more built into the stock mail app, you can buy Attachments+ For Mail. This allows you to download pretty much all file types but it also allows you to attach files as well. It's pretty featured packed tweak for the mail app. To attach files though I still just use iFile. iFile is one of my most important Cydia packages lol

Hope this helps.

Edit: I forgot that you can also use AnyAttach but I don't know much about that tweak. Good luck!
