iPhone Tweaks to use iCloud Photo Library on Cellular and in the background?

Are there any jailbreak tweaks to use iCloud Photo Library without Wifi? I've tried My3g and that doesn't work.

Also, a tweak that uploads my saved photos without me having to open the photos app would be nice.
