Twitter not opening from ipad dock

Have the Twitter app running in the background and as it is one of the last three apps loaded the icon is on the Dock bottom right.
However, if I try to re-open Twitter again from the dock it refuses to open, yet if I open it from it’s own icon it works.
Any ideas?

Yes thanks, that was the second thing I did after performing a hard reboot (Apple Logo).

I’m having same problem and tried reinstall but ii made no difference and is happening with many of my apps.

I think it is an iOS13 bug. I had the same with Tweetbot and Word.

Like yourself I have now noticed it is also happening with YouTube and Facebook.
What is clear is that the Facebook main app icon shows a badge of 3 notifications yet the icon in the dock to the right has no badge notifications.

I get this from other apps as well, youtube, twitter, chrome, etc
