two factor authentication not working?

I have two-factor authentication enabled, and has my iPhone has the second device.

However, when I sign out and then sign in to my iCloud account, it doesn't prompt me to do anything on my iPhone. Is this normal?

I think that is because you are on the same hardware device. As I understand it once you have authenticated with 2FA it will then allow that device access. I think you will need to go to a different Mac and try to login to get the 2FA prompt.
