My wife and I both have our own iCloud accounts, though part of a family account. She has her own Photos and I have my own Photos. Is there any way to see/view/edit them on the same computer?

In other words, can I have two iCloud photo libraries that I can view and work with on the same computer?

I think you'd have to have multiple users set up on the computer, yours signed in with your Apple ID, then one for your wife signed in with her Apple ID. If you want to see and work with each other's photo libraries you can share the passwords for the user accounts with each other and switching user is pretty quick.

Assuming you're using the Mac Photos app, you don't need to switch users if you have permission to access the other's library. To choose their library just hold down the option key when you launch.

That won't work with 2 iCloud libraries as you have to define one as the system library. Only the system library syncs with iCloud so you can't have 2 iCloud libraries in one user account.
The solution by @bob_zz123 is the right one, maybe you can create a shared library.

No but you can still access the Photos app of another user account if you have permission. You just have to select their library when you launch the app.
