I've finally gotten around to starting an online business, and the website I built is definitely functional. But it's very uninteresting to look at. Yet for some reason I don't know what to fix--do you have any suggestions?

Looks like a good site. Just not Web 2.0 or flashy like any of the new ones. Simple isn't always bad. But it does need a little punch.
 
I'd get away from using TimesNR or other serif fonts. Buttons at the top also would benefit from being GIFs, not text (least of all serif text).

Some kind of warmer colors, yet not too much so, would help. The left column also screams "do something with me!"

But this looks like a very useful site. No locksmith category, though?
 
1. Start over.

2. Find corporate identity... Pantone color swatches, vector logo with personality, corporate font (not something free), marketing concept, etc.

3. Figure out a more stimulating website structure that works with the design and flow of the purpose/intents of the site.

4. Find visually-stimulating ways of interpreting pattern, shape, and form and meld them with the corporate identity and website structure into a new website interface.

5. Mix well. Bake at 350° F for 25-30 minutes or until center is golden brown.
 
i'd say you have two options:

1. surf the web for your competition, and try to rip them off.

2. hire a designer.

only one is ethical.
