I might buy an unlocked iPhone 3G from eBay.
Would I just be able to pop in a Virgin Mobile sim card and it'll all work fine?

Yes if you iphone is unlocked. Assuming you bought it in the UK, then currently it is locked to O2. From the 10th November you should be able to unlock and put any sim in, once O2 unlock it. According to various reports O2 will take 15 days to unlock an iphone.
 
So if i bought a iPhone which is not unlocked, just brand new from Apple, how would I be able to unlock it? Would I have to jailbreak it?
 
You would download one of the many applications that can jailbreak the iPhone and use that to unlock it. It's a simple process really.

You need to be a bit wary if you are thinking of buying a new phone. Apple recently changed the bootloader so that current jailbreaks won't work, and if you can't jailbreak you can't unlock. I think if you bought one from Apple now chances are it would have the new bootloader, and you'd be stuck on O2.

In the future there will perhaps be a solution, but right now there isn't.

The new bootloader he is talking about is only available on the newest batches of 3GS phones. This means that the chances of getting a used 3GS on ebay that has this bootloader are probably about 1%. Your gettin a 3G anyways, so you have nothing to worry about though.
