Why does the iPhone call 112 and not 999 when the SOS service is used? There seems to be no way to change the number?

The 112 is working in all European countries and doubles up the national number. It is therefore correct.

It is actually preferable to use this on mobile phones rather than 999 as it supports GNSS which gives the emergency services your location details via the phone.

"999 & 112 are exactly the same in the UK. Use either one, and you will get the same service, with the same location details passed to emergency services irrespective of which one you dial. It is a myth that 112 is better than 999."
