Other Unable to add to home screen

I used to be able to add websites to my phone home screen (eg: like suggested here https://www.macrumors.com/how-to/add-a-web-link-to-home-screen-iphone-ipad/)

But that functionality isn't available to me now?

What am I doing wrong?

Looks like I can still add it to the home screen. Is that option not there for you?

Nope not there. It used to be there but not anymore.

I checked with a colleague yesterday and he didn't have it either anymore but another did.

The two of us that don't have it were on more recent IOS versions.

Turn off Content and Privacy Restrictions in Screen Time settings and see if that does anything.
I know when that is turned ON, I can’t delete a safari bookmark off the Home Screen.
