Unable to attach a picture to my account in Settings.

I am not using iCloud (not signed in) and when I try to change my Apple Account Picture in Settings, it seems to work, but the changes don't stick and when I go back and restart the Settings app, my profile picture is gone. Not sure what to make of this.
