iPhone Unable to Check for Update

Just got brand new 11 Pro on iOS 13.
When trying to update to 13.1, I get “Unable To Check For Update”.
Coming from an X that was on 13.1.
So I can’t update and get any of my stuff transferred over.

No across to a laptop
