After migrating to a new device I had to try to redownload 'boon.' for Apple Pay again. Unfortunately this account has been disabled, trying to create a new one .fr or .ie failed an tells me to contact iTunes support.

This is after:
- Creating and confirming a new account with a browser on https://appleid.apple.com/ie
- Email confirmed
- full reset of movile device
- setting location to France or Ireland
- Open up AppStore
- Download Freeapp
- Tells me to confirm my Contact-Details for the first App-download
=> fails - should contact itunes support

I'm missing apple Pay, maybe anyone has a hint or can help out?

Are you in France or Ireland? Are you hitting IP address (localization) restrictions?

Could be possible, connecting from Germany. In the past when I created my first .fr Account to get boon. App in January the 7th this hasn't been any problem... Maybe it should work with VPN?

Hm crazy, tried to create with macOS and different iOS devices (iPad mini, iPad 3, iPhone 4, iPhone 5, Iphone X) - everyone failed. I've disabled location services and used VPN to France. No success. But they all had one similarity - they've been connected with my German iTunes Account in the past or present.

Now, I tried with a device that has never been connected to my account; boom - could create a new account in France. Maybe as a hint if someone has the same problem.
