Hi,

I'm running OSX 10.10.3 and iOS 8.1.2.
I started using 1Password so I disabled iCloud Keychain.
Now I found that iCloud Keychain is suddenly enabled on both of my devices and I'm unable to disable it.
If I untick it on my Mac then the tick just re-appears about a second later.
If I flip the switch to disabled on my iPhone then it's enabled again when I open iCloud Keychain menu.

What's going on? How to fix this?

There are several steps to disable the icloud keychain, not just turning it off.

Use these steps if you're using iOS 7.0.3 or later:
Tap Settings > iCloud > Keychain > Advanced. In iOS 7, tap Settings > iCloud > Account > Keychain.
Turn off Approve with Security Code.
Go to each of your devices that are using iCloud Keychain and turn iCloud Keychain off.
Use these steps if you're using OS X Mavericks v10.9 or later:
Choose Apple () menu > System Preferences. Click iCloud, then click Account details.
Deselect “Allow approving using security code."
Go to each of your devices that are using iCloud Keychain and turn iCloud Keychain off.
After you complete these steps, your keychain data will remain locally on your devices, but changes to your keychain information won't push to your other devices or the cloud unless you turn iCloud Keychain back on. If you want keychain data to push to all of your devices, but not to the cloud, turn on iCloud Keychain on each device, but skip the step to create an iCloud Security Code.

I've had this on a couple of my macs. After several escalations up within Apple support, the only solution was to create a new user account.

Hence why I now use 1password!

yeah have the same problem here with the not disabling, it has been very weird the last few weeks. It also sometimes doesn't send the approval via iCloud if that is chosen instead of the code and the SMS bit.

What I would recommend is changing your iCloud keychain password to a complex one, more precisely the randomly generated code by apple. This password is 25 digits long and therefore doesn't need the second step via SMS since its deemed secure enough. So when you want to add a new device and the normal verification from another device with keychain already enabled doesn't work, all you do is type in the code and it works straight away, no need to also verify via SMS. This also makes it easier when you change your mobile number because I have seen people having trouble after they changed their number but forgot to change their keychain settings. Obviously make sure this code is stored securely somewhere.

I don't have problems setting up iCloud Keychain. I just want to disable it. I didn't have problems receiving the verification codes.
Sometimes when I check iCloud settings it's disabled. Then again it's enabled on my Mac but disabled on my iPhone and vice versa.
I've also resetted the keychain few times. Still same.

I don't understand what's causing this.

fair enough if you only have the disable issue than there is nothing I can suggest. I though you also had the problem that the SMS code doesn't pop up.
I had the disable issue a few times recently as well and a restart and quitting settings a few times fixed it. Even sync has been a bit slow recently so Im not sure whats going on. Hopefully it will sort itself out soon.

In general iCloud sometimes gets stuck when I'm trying to sign out, which I had to do a few times recently. I actually believe it might be an iOS 8.2 / 8.3 settings app bug rather than iCloud and apples servers themselves.

I had iCloud/keychain disable problems on both iOS and OS X. iCloud approvals from devices with keychain already activated would also not appear.
The only thing that worked reliable was that supper long complex code I use that doesn't require SMS approval. Strange like you said.
