unable to download apps from icloud

Hey i notice this weird thing, in my iCloud, i cannot download my apps, unless i search for the specific app in the app store.

but if i go into the movies, tv or music section in icloud i can click on what to download.

see the attached pics.
on the movies, music and tv pages, there is a cloud icon on the item, but not on the apps

why can't i re-download app from the iCloud page?

There is no option do download apps from iCloud, only from App store.
