Unable to download High Sierra OS.

I have updated my purchase settings in the App Store and still get the "This Apple ID has not yet been used with the App Store" message. When I rechecked my settings, I noted that the expiration date and security code text boxes are empty (I did save information in them). I resaved that information but those boxes keep being cleared when I go back into the settings. Is this preventing me from downloading the software? How do I fix this?

Are you using a new Apple ID or a new password or a new account and are you signed in with iCloud
