So, I guess just take this is a PSA combined with an 'anyone else?' kind of post.

Last night, it was working fine. Today, trying to grab a couple of free apps (an altimeter, etc) wasn't working. I'd tried other random apps from different categories as a test, same result. I'd click on the [Get] button, which turned into an [Install] button (as expected). Tap on that, and the TouchID prompt came up. Engage the TouchID, the window dismissed pretty quickly as I would expect, but the button shifted almost instantly back to [Get]. No download.

I killed the App Store app and restarted it, same behavior.
I rebooted the phone. Same behavior.

If I disable TouchID for the 'App Store & iTunes', it worked ... I didn't get prompted for my password, though (which is to be expected for a free app ... I wonder why it was asking for TouchID in the first place?)

FWIW, that fixed it. I disabled TouchID for 'App Store & iTunes', downloaded a free app, went back in, re-enabled TouchID for AppStore/iTunes, and downloaded another free app. It still prompted me for TouchID, but then downloaded.

I had this problem. I did every possible troubleshooting possible to fix it. You'll have to backup and reset the phone. It was the only thing that fixed it.

Oh.

Well like I said in the OP, I was able to fix it by:
  1. Disabling TouchID for App Store and iTunes purchases
  2. Downloading a free app (I don't know if this step is necessary, but it's what I did)
  3. Re-enabling TouchID for App Store and iTunes purchases
Since then it's been good.

Since then it's been good.
Interesting. That do not ever work for me. Luckily I was only a couple days from getting my 7 so I just dealt with it till then and in the switch it was fixed.
