Try from Terminal with
Code:
softwareupdate --fetch-full-installer --full-installer-version 11.6.1
It might be a temporary (usual) problem on Apple's end.

Most likely explanation. I have seen this error when it was some kind of a networking issue. I switched from ethernet-cable to a cellular hotspot and it went away. Once the download started I then switched back to ethernet and it worked. Strange.

If you can't get the installer from Apple, try this site:
I know this works, the pkg file installs the Big Sur installer in your applications folder.
