I am completely unable to enable iCloud keychain or any services that rely on it on my iPad Pro. I've done a complete restore from backup and tried setting it up as new. Attempted on LTE and 2 different WiFi networks.

There is no error message, the attempt just closes after entering my iPad passcode and the switch turns back off.

It's a 2018 11" Pro running 13.5.1.

Is your iCloud Keychain security code different than your iPad's passcode? I haven't set it up in a while but I believe you can designate a security code different than your passcode. If that's how you set it up, that might explain why it's rejecting it. If it's already enabled on other devices, you should see a notification on one of those devices to approve it.

It’s also used for verification so that you can perform other iCloud Keychain actions, such as recovering your iCloud Keychain if you lose all your devices."

That no longer applies on iPadOS 13.
 
This happened to my phone and I signed out and in of Icloud and it worked. But it deleted all my iCloud backups and message history (even though its saved on my mac/ipad).

Sounds like when you signed out, you didn’t say yes to keep a copy of your iCloud on the phone. That is why it all deleted on the phone but was still there on the Mac.

This is a pure guess, but how strong is the password on your device? I seem to recall that a 4-digit code was no longer considered strong enough for some purposes by Apple, and you need a 6-digit minimum for some use-cases.

It's 6 digit.
