My husband recently upgraded his phone and is using ios 9.2.1, I still have my old phone with ios 6.0.1.

I can iMessage him with no problem, and he can iMessage other users with no problem, but he can not iMessage me.

Is this a ios compatibility issue, or something else? Any suggestions for how to fix?

I may be wrong but I believe something was up with iOS 6 a while back.

You can try to set the send from and receive from in settings to the phone number only. I suspect it has your number and iCloud email address in there. Especially if you are sharing iCloud it could cause some issues.
settings>messages>send & receive.
