iPad Unable to open Numbers Documents on iPad?

I can not open my Numbers documents on my iPad. It works on my Mac and iPhone. When I try to open the document I receive the error in the attached screenshot. I deleted the app and reinstalled it with the same result, any ideas what is wrong?

is the iPad very old and running an older, non-compatible version of Numbers?
or, is that file itself not updated to a more recent version of Numbers?
what happens when you re-save that file using a different name on yr Mac and resend it to yr iPad?

Sorry, just getting back to this thread.
It is a first gen 12.9 iPP and it is running 13.2.3
I deleted Numbers and re-downloaded whichever version it let me get and it still didnt work....however, perhaps it is not a Numbers issue, I just tried to open files in the Files app and none of them will open. So now I am not sure what is going on....
