Unable to see Photos in iCloud settings on iPhone

I noticed yesterday that my iCloud photo stream was not updating with pictures from my iPhone 12 running iOS 15.3. So I went into my iCloud setting to disable and re enable my iCloud Photo stream but as can be see in the picture below there is no option in iCloud settings. Does anyone have what may have happened here and how I can fix it?

No I dont. Unless I'm looking in the wrong place.
