Unable to send/receive texts

My wife and I have set up our iPhone 7's and all has gone well accept my wife is unable to send or receive text messages. Mine works fine. Checked all settings and both of ours are set up identical. She also uses an iPad still on 9.3.5 and can send/receive texts. We also tried resetting all settings which did not work. Any suggestions?

iMessage AND sms are not working or just sms?

We deleted all previous text messages and rebooted her phone. Text messages with ringtone worked once and now cannot receive or send texts. I'm wondering if it could be a hardware problem now.
