I've gone through the process in the tutorials at least 30 times over the past 3 days and i am having no luck.

The one thing that never is given me as an option in the pwnage tool program, when following the tutorials, is choosing the bootloaders 3.9 and 4.6 files. It's never asked of me. wth?

What am i doing wrong here?
 
3.1 can't be unlocked using QuickPwn. The only way to unlock 3.1 on a first-generation iPhone at the moment is using PwnageTool on a Mac, which is outlined in this tutorial.
 
You should just continue to make the custom IPSW and see if the process works. Does it fail, or are you just stopping at that point?

Step 7 does not exist for me. I've done this at least 30 times but steps 7 through 9 are never presented to me in Pwnage Tool. It just goes straight to the IPSW build each and every time. I cannot figure out what i'm doing wrong...I've unlocked and jailbroken a dozen or so pre 3.1 iPhones prior to this without a hitch.
 
Are you choosing Expert mode? You should let it finish, and see if it even works when you restore in iTunes, it can't hurt.

all 30 or so times i've done it in expert mode. i've tried to restore using the custom IPSW but at the end of the restore i receive an error message that the restore has failed. for some reason it's skipping over the bootloader steps...i think if i can figure out how to get to step 7,8,9 then this would work.
