Or perhaps free hotspot Wifi will be available for all iPad owners?

It isn't a feature-- it is a way for AT&T to decrease the burden on their 3G network which is overwhelmed.

Apple most likely sent AT&T a MAC address range for their devices and AT&T uses that list to determine your access. But there really is no telling. Odds are the AT&T hotspots will be set-up to recognize your device.
