Currently, iPhone users with at&t can use their hotspot Wifi for free on the iPhone, if we also get the iPad will we be able to access at&t hotspot Wifi for free too?

Or perhaps free hotspot Wifi will be available for all iPad owners?

Why would you need AT&T wifi access if you had 3G plan?
It is like my iPhone having free wifi at a Starbucks via AT&T.

Why do I need that?

It isn't a feature-- it is a way for AT&T to decrease the burden on their 3G network which is overwhelmed.

It's also free if you have AT&T home DSL or Fiber.

Apple most likely sent AT&T a MAC address range for their devices and AT&T uses that list to determine your access. But there really is no telling.

Odds are the AT&T hotspots will be set-up to recognize your device.

Wifi is faster than 3G so you can go 210 (that means fast:D). My Wifi at home is 10 megabits. A lot faster than AT&T 3G.
