I unenrolled my mac from the public beta program after installing the last public beta, then this morning I received a update telling me to restart my mac so it can install beta RC 11.0.1.

That mean I’m back on the beta program. Hmmmm 🤔

I have the same - my take is this is the "beta particpants" opportunity to install a pre release verison of the - RC release candidate 11.0.1

just installing it

To remove your Mac from the beta program you need to install a non-beta macOS as well as doing the formal unenroll step.

Right now that means installing Catalina. Or you can wait for 11.0.1 - that is what I would do.

Hmmm, and I thought I was special. I thought I quit the program, after Safari and YouTube quit working. Well today I’m up on the Beta horse again. Oh well, maybe this will be “the one” ;)
