I've got a refurbished 2020 MBA 512gb bought from Apple 7/1/20. It's had random restarts and kernel panics intermittently since I've owned. Finally decided to talk to Apple support. Erased and reinstalled Catalina. Still restarts. They think hardware, and should take to genius bar, possibly send in. After disk erase & reinstall, is it normal for my file folders to reappear without any action on my part? Are they Icloud related? Thanks.

Could be. Depends on which folders you're asking about.

Folders that I have Icloud documents in. Also shortcuts to apps not redownloaded yet. Same page layout as before disk erase
If you mean the iCloud Desktop and Documents folders, yes it would be normal for those to reappear. Let us know what happens after you've had it evaluated at the Genius Bar or sent it in.

I've seen a fair amount of people with this issue. Appointment is next Tuesday, unless it stops magically happening before then.
