Has anyone else run across this, change default app from Acrobat Reader to Preview and get this dialog? Switch back to Acrobat and it opens as expected. Its also not a "download" from Safari, its been on my system for more than 15 years.

p.s. several macOS releases introduced various issues with PDF. Monterey had problem with PDF icons (they didn't appear in the open document's title bar, and also couldn't be acquired via developer frameworks; this was fixed on Ventura). another system several years ago couldn't open PDF files dropped on the Preview icon.

This could be a problem with quarantine flags on the files. This is particularly troublesome when you change the default app for a file type. See this article from the Eclectic Light Company website.
You can use the Pratique app from the above site to clear the quarantine flags.

I use CotEditor, DelightEd, MarkEdit and Tot, all of which will open (and I can change default app) a Pages doc, I'm only getting this from Acrobat.
I regularly use Eclectic Light Co. for a more comprehensive explanation of ongoing solutions and issues. They are a great resource, surprised I missed this one.
