Uninstalling apps from cydia

I touched on this in another thread, but if i uninstall an app i downloaded from cydia (say like Winterboard) will the effects off that APP still be in the phone? Meaning that, will it continue to bog down the phone even after un-install, and leave files behind in the system

might sound like a dumb question, but i am just curious.
