Universal Control and external MBP Display?

I am trying to use Universal Control for the first time but I cannot get it to work. Does it not work if your MacBook is hooked up to an external display via usb-c?

My set up:

MacBook Pro 14inch on the left
Dell display in the center
iPad Air 4 on the right

Bluetooth, Wifi, Hangout enabled on all devices
Same AppleID on all devices
Running latest betas of course

All 3 "beta" labeled display settings enabled

The only thing I can do is extend my display from my MacBook Pro to the iPad

yeah no luck here. All I can do is extend my screen to the iPad

does it work if you disconnect the external display?
