For the past 6 months, there is one photo (and I don't know which one) that won't sync to iCloud.

This is the current situation in my iPhone.

This has been going on for 6 months, it got carried over even to iOS 18.

Maybe there is a broken file that won't sync to iCloud. But I can't find it, there isn't anything that appears broken.

it's very annoying because my iPhone is always in the state of syncing photos to iCloud.

Any ideas on how to find and delete that photo?

Short of having a Mac and looking at the unable to upload sidebar info, probably have to toggle off/on the iCloud Photos to get it to sync.

Do you have any text messages with photos that may be hanging it up, if you saved them and they didn’t upload
 
I tried all of that and other solutions suggested on the internet, but finally I found the solution with the help of my iPad using the following method.

I zoomed in the gallery so that the same number of photos was visible in each row on both devices. Three in each row worked best because I could clearly see them. Then I then scrolled up until the two devices diverged by one photo.

There it was, about 9 months old, the photo that wouldn't upload to iCloud. Nothing seemed wrong with it, it would display normally, it was taken from the camera app in that same device, nothing unusual. I deleted it and finally I saw the iCloud synced message!
