Unlock 1.1.2 won't make calls

I have an unlocked OTB 1.1.2 iPhone, and I know it is working with the sim as it has signal and displays the provider by the side. However everytime I try and make a call I get a message saying 'call forwarding active' and then it says call failed. any ideas?
