Face ID with masks on is an iPhone-exclusive feature. It's never been available on iPads with Face ID support.There would have been no reason why that feature would have been removed because there are many Asian countries where people wear masks for reasons other than Covid. This document doesn’t say anything about the feature no longer being supported.

"Set up an alternative appearance" opens on my M1 12.9 but when I try to do it with a mask on, it says to remove facial obstructions.
But nothing happens when I tap on it.
