macOS Unlock locked Apple ID without email/security question?

How i can unlock locked Apple ID if i don't remember email and security question?

I need to get latest Xcode but App Store says "Apple ID Locked. Your Apple ID has been locked for security reasons. To unlock it, you must verify your identity."

I have correct password for App Store.

Apple instructions fails. Anybody know how i can download latest Xcode without Apple ID??
