If I buy an Iphone from HK, is it fully unlocked? Is it use-able in Canada?

Yes, it is factory unlocked by Apple in Hong Kong. I think the carrier "3" supplies it, as well as electronic stores like Fortress, but they are rather on the expensive side. So as long as your iPhone is factory unlocked, it should be able to run on any GSM carrier in the world. Also, keep in mind that if anything were to go wrong with it, it would only be serviced in the place you bought it, in this case, Hong Kong. Happy phone hunting!

Do you mean an Apple store? In territories such as HK and South Africa, where all iPhones are sold factory unlocked, that is the version that will be stocked both by Apple stores and by the carriers' own retail outlets.
