Unlocked iPhone 6 from Dubai

I live in Finland, and i'm thinking about buying an iPhone 6 from Dubai, when I go there for holiday. My question is, that will the unlocked iPhone 6 work in Finland? Also, it says that it is a GSM phone, does that mean that it will only work on 2G?

Look up what model is offered as the unlocked version in Dubai. Should be visible in the technical specs when you shop the Dubai online Apple store.
Compare to the model offered by Finnish carriers.

UAE Du < Unlocked.

Check their carrier carefully before you purchase. That thing people call Next Tether Policy or Carrier.

Unlocked?

It says unlocked on the page, what does that mean? And when you click 'Learn more about the Unlocked iPhone', it says that you can use it on any GSM carrier. What does that mean? Also, when I checked which model it is, it said this under mobile and wireless:
