Unlocking an Iphone 3G

My cousin just got an iphone 3G but its locked. He tried to put in his regular sim card from another ATT phone but it doesnt do anything. What all would we have to to get his phone to work?

shouldn't to unlock if it is just another ATT phone probably his SIM card is older. Generally the SIM card that comes in an iPhone will work in another ATT phone but not vice versa.

I used some old blue and white sim cards from eBay to activate two of my iPhones and I can switch them between any of my three iPhones so it's not because they are older.
