Forget about jailbreaking. Since there is no software unlocks and that is ALL you seem to want to jailbreak for - there is no point.

If you are just out to jailbreak, you need to know what version of iOS you are using. That will determine which jailbreak you need to use - if that version is jailbreakable.
For instance, if you tell us that the phone is on iOS 9.1 then there is no jailbreak for that.

Sorry. An iPhone 5 can be running anything from 6.0 to 9.1.
8.4.1 and 9.1 are not jailbreakable. If you fall anywhere in between you will either be using Evasi0n, Pangu or Taig. I'm not sure what you'd need for iOS 6.3 or 6.4.

I can't answer whether they are safe or not until you know which version of iOS you have.so those sites are safe ones? So just a question what do those business use when they advertise that they can unlock any phone, as well I know a place that care able to unlock black listed phones
Go into settings and find the version number, that will let people here tell you if you are on a version that can be jailbroken.
Also by saying that you want it unlocked are you meaning that you want to be able to use it with any carrier, or are you wanting to get past the lock screen so you can use the phone at all?
Try restoring it from iTunes. A sim from the wrong carrier shouldn't stop you from using it at least like an iPod touch. Note that restoring from iTunes will not get you past activation lock.the problem is I cant get into the phone, it says SIN card unknown, it wont let me get past it. After a restore the iPhone needs to be activated with a sim from the network the phone is locked to.
Without that you cannot get passed the activation screen and do anything with the phone at all.
