I've read from somewhere that the iPhone is already SEMI-UNLOCKED compared to the previous phone. I am for sure able to put another AT&T SIM into the phone already, but the question remains,...

WILL I BE ABLE TO BRING THIS PHONE TO ANOTHER COUNTRY (IE ENGLAND) and USE IT WITH AN iPHONE SERVICE THERE (ie O2)?

i've heard that it is possible, but I don't know of any specific sources. Tried Googling it, no results on my issue was found.
 
As far as I know, the answer is no. You'll just incur AT&T roaming charges if you use it in the UK. An O2 simcard will not work in it as it is locked to AT&T.
