I try to mirror my ipad to my apple TV today, but I saw a list of other apple TVs with names that certainly I do not own. I am using my home internet so does it mean other people are using my internet with their apple TV? Or does airplay use bluetooth to discover devices too?

Most likely it’s discovering them. You can change your AirPlay settings to mitigate this which is something I always do.

Can you provide some more detail by chance? What setting to you tweak? I thought AirPlay devices need to be on the same wifi in order to be discovered.

They do not, "To use AirPlay, devices don’t need to be on the same network, or on any network at all."

Airplay can pull in devices not on the same network.
