Unresponsive internet when using 3G

When I go online using 3G on my 3GS it can sometimes (about 33% of the time) become completely unresponsive. Pages can take anywhere from 20s to 2 mins to start loading and sometimes time out completely. This has happened in all locations (Dublin and Cork) and with good 3G reception at all times. Wifi is perfect.

Do you reckon this is the phone or the network? I have tried a restore and its still the same.
